Abstract: Municipal water supply and drainage are divided into two major systems: pressure water supply pipelines and gravity-flow drainage pipelines. They are governed by specialized water supply and drainage codes such as GB50268 and GB50788, and their control logic differs significantly from that of chemical and thermal pressure pipelines.Water supply pipe fittings focus on pressure-bearing rating, drinking water hygiene and safety, and joint sealing performance;drainage pipe fittings focus on ring stiffness, settlement resistance, and seepage and leakage prevention. In procurement practice, problems often arise, such as mismatched standards for pipes and fittings, missing hygiene indicators, misuse of pressure-bearing fittings in non-pressure pipelines, and omitted items in incoming re-inspection.This article reviews the water supply and drainage standards framework, material selection, supplier admission, document verification, and key points of pressure testing and acceptance, distinguishes the control boundaries between pressure pipes and gravity pipes, and provides standardized guidance for the procurement of pipe fittings for municipal water supply, rainwater, and sewage pipeline networks.
I. Introduction
Municipal water supply and drainage networks are a core component of urban infrastructure, including municipal water supply transmission and distribution networks, reclaimed water networks, rainwater networks, and sewage networks. From a regulatory perspective, municipal water supply pressure pipelines fall within the scope of GB public pressure pipelines and are included in special equipment supervision when they meet the conditions;Rainwater and sewage gravity drainage pipelines mainly rely on gravity flow and generally do not belong to special equipment; the focus of control falls on structural resistance to external pressure, uneven foundation settlement, joint seepage prevention, and prevention of sewage leakage that pollutes the soil and water environment. The functions, force-bearing modes, and evaluation indicators of the two types of pipelines are completely different, so the procurement control system needs to be set up separately and must not be confused.
In municipal engineering procurement practice, many procurement personnel follow the procurement approach for industrial pressure pipelines, directly applying chemical steel butt-welded pipe fittings to municipal water supply projects and ignoring the hygiene indicators of drinking water pipe fittings;or they use water supply PE pipe fittings for sewage gravity pipelines, resulting in wasted costs; Some projects only check the pipe material specifications and ignore the same-standard matching requirements for supporting pipe fittings, sealing rings, and rubber gaskets, resulting in incompatibility between pipes and fittings and joint leakage. The acceptance bodies for water supply and drainage projects are mostly housing and urban-rural development authorities and water affairs authorities. In addition to conventional quality assurance documents, water supply pipelines must also have hygiene license approval documents for water-related products. Pipe fittings lacking hygiene approval documents cannot pass water affairs acceptance or be put into water supply operation even if their mechanical indicators are qualified.
The core logic of municipal water supply and drainage pipe fitting procurement is classified control according to medium and working conditions: pressure water supply systems control pressure rating, hygiene safety, and sealing reliability; The gravity drainage system controls ring stiffness, ring flexibility, impermeability, and settlement resistance.Procurement technical documents must strictly distinguish between water supply, rainwater, sewage, and reclaimed water, match the corresponding national product standards and acceptance specifications, and take into account working conditions such as urban buried environments, road loads, groundwater corrosion, and trenchless construction, forming a closed-loop procurement process covering supplier screening, technical agreements, factory documentation, on-site re-inspection, hydrostatic/leakage testing, and changes or substitutions.
II. Framework of the Standard System for Municipal Water Supply and Drainage Pipe Fittings
The municipal water supply and drainage standard system is divided into four levels: mandatory basic specifications, general construction acceptance specifications, pipe and fitting product standards, and supporting testing.
The top-level mandatory specification is GB 50788 "Technical Code for Urban Water Supply and Drainage," which is a mandatory provision code; all requirements for water supply and drainage pipeline selection, materials, safety, sanitation, and seepage prevention must not violate the provisions of this code, and it is the baseline basis for procurement work. The general construction acceptance specification is GB 50268 "Code for Construction and Acceptance of Water Supply and Drainage Pipeline Engineering," which specifies unified requirements for incoming inspection of pipe fittings, joint construction, hydrostatic testing, leakage testing, flushing and disinfection, and completion acceptance, and is the most core acceptance execution document for municipal water supply and drainage projects.
Mainstream product standards for water supply pressure pipe fittings: ductile iron pipe fittings implement GB/T 13295, which is the most commonly used standard for municipal main water supply;PE water supply pipe fittings implement GB/T 13663.2;PVC-U water supply pipe fittings shall comply with GB/T 10002.2;stainless steel press fittings and grooved pipe fittings shall correspond to the supporting standards of the housing and urban-rural development industry;steel pipes and steel welded pipe fittings may refer to GB/T12459, while also meeting anti-corrosion and lining hygiene requirements.Water supply products in contact with drinking water are mandatorily required to comply with the "Sanitary Safety Evaluation Specification for Equipment and Protective Materials Used in Drinking Water Supply and Distribution," and pipe fittings, rubber sealing rings, and lining coatings must obtain sanitary license approval documents for products in contact with drinking water.
Product standards for gravity drainage pipe fittings: concrete drainage pipes and supporting pipe fittings GB/T11836;HDPE double-wall corrugated pipes and spiral structured-wall pipe fittings shall comply with the GB/T19472 series;flexible joint drainage cast iron pipe fittings GB/T12772;PVC-U drainage pipe fittings GB/T5836.2.Drainage pipe fittings are mainly assessed on ring stiffness, ring flexibility, impact strength, and joint sealing performance; water pressure bearing indicators are not assessed. For reclaimed water pipeline fittings, water supply standards may be referenced, but sanitary indicators must be distinguished from those of drinking water pipe networks; reclaimed water fittings are strictly prohibited from being directly mixed into domestic water supply systems.
The boundary needs to be clarified: when GB public water supply pressure pipelines meet the conditions of the special equipment catalog, the fitting manufacturing unit must hold a pressure pipeline component manufacturing license;whereas fittings for rainwater and sewage gravity flow pipelines are not included in special equipment manufacturing license management; for suppliers, qualification verification focuses on product test reports and type test reports, and special equipment component qualifications are not required. This is the regulatory boundary most easily confused in water supply and drainage procurement.
III. Key points for material selection and working condition matching of water supply and drainage pipe fittings
Municipal water supply pipelines are selected by classification according to pipe diameter, pressure, and laying method. For large-diameter main water supply pipes, ductile iron fittings are preferred, with flexible socket-spigot joints, adapting to uneven foundation settlement, and cement mortar lining for corrosion protection, meeting drinking water sanitation requirements; For small- and medium-diameter branch pipes, PE100 grade polyethylene fittings are commonly used, with butt fusion and electrofusion connections, offering excellent corrosion resistance and suitable for trenchless pipe pulling and directional drilling construction; For high-pressure, bridge-crossing, and river-crossing special pipe sections, anti-corrosion lined steel pipes and stainless steel grooved fittings may be selected. The PN rating of water supply pipe fittings shall not be lower than the design working pressure, and the additional pressure caused by water hammer impact must also be considered; a pressure margin shall be reserved during procurement, and selection shall not be based solely on static working pressure.
For gravity drainage pipe network selection, the buried external load is the core indicator. For HDPE wound pipes and double-wall corrugated pipes, SN4, SN8, SN12.5, and SN16 ring stiffness grades are selected according to burial depth and road load; the ring stiffness of buried drainage pipe fittings under motor vehicle lanes shall not be lower than SN8;Concrete pipes are mostly used for large-diameter rainwater main pipes, with matching tongue-and-groove and socket-type rubber sealing joints; For old pipe network renovation and indoor-outdoor connection locations, flexible cast iron drainage pipe fittings may be selected, offering stronger settlement resistance and impact resistance.Sewage pipe fittings must have corrosion resistance, and rubber sealing parts shall use rubber materials resistant to sewage media to avoid aging and leakage caused by long-term immersion.
For reclaimed water pipelines, PE and ductile iron pipe fittings may be selected, but they must be clearly marked in the procurement technical agreement, stored and labeled separately from domestic water supply pipe fittings, to prevent mixed use during construction. All rubber sealing rings for water supply must be food-grade rubber rings specifically for drinking water; ordinary industrial rubber sealing rings must not be used directly, and the rubber rings likewise require accompanying hygiene test reports.
Common procurement pitfalls: First, PE80 raw material is selected for water supply PE pipe fittings to replace the designed PE100, resulting in insufficient pressure-bearing capacity;Second, for drainage pipes, only the pipe ring stiffness is considered, and matching fittings are downgraded to low ring stiffness products, causing premature failure at the joint locations;Third, hygiene approval documents are ignored, and ordinary industrial plastic pipe fittings are used for domestic water supply;Fourth, pressure-bearing water supply fittings are blindly selected for gravity drainage pipes, significantly raising the project cost.
IV. Supplier admission, factory documentation and marking control
Suppliers of pressure pipe fittings for water supply fall into two categories: for steel and ductile iron pressure pipe fittings subject to special equipment supervision, the supplier must be checked for a pressure piping component manufacturing license, with the licensed scope covering material, specifications and pressure rating; For PE plastic water supply pipe fittings and drainage pipe fittings, the supplier must be checked with emphasis on type test reports, annual test reports and hygiene approval documents for products in contact with drinking water. The validity period of the hygiene approval document and the covered product models must correspond one-to-one with the pipe fittings procured this time; specifications not covered by the approval document must not be brought onto the site for use.
Requirements for a complete set of factory documents: each batch of water supply pipe fittings shall be accompanied by a factory certificate of conformity, mechanical property test report, dimensional inspection record, hygiene test report, and a copy of the hygiene license approval document;Ductile iron pipe fittings shall be accompanied by test records for nodularity, tensile strength, elongation, and anti-corrosion lining;Plastic pipe fittings shall be provided with test reports for raw material grade, melt flow rate, ring stiffness, and ring flexibility;Drainage pipe fittings shall be provided with test reports for external pressure resistance and joint leakage.Rubber sealing rings, as supporting components, shall independently provide material test and hygiene test reports, and must not be merely mentioned in passing within the pipe material documents.
Product marking requirements: the body of water supply pipe fittings shall be marked with material, PN pressure rating, raw material grade, applicable standard, and manufacturer's trademark;Drainage pipe fittings shall be marked with ring stiffness grade and standard number;Add a dedicated potable water identification mark to drinking water pipe fittings to distinguish them from sewage pipe fitting markings.Plastic pipe fittings must strictly not be without markings, have blurred inkjet codes, or have mixed-up batches. After arrival on site, they shall be stored by zone; water supply, drainage, and reclaimed water pipe fittings shall be stacked separately, with isolation markings set up to prevent on-site mistaken retrieval and mixed use.
Under the distributor supply model, documents shall in principle be issued by the original manufacturer, and photocopies must bear the manufacturer's fresh seal;Hygiene approval documents cannot be applied to other model products. During the water affairs completion acceptance stage of the project, the water affairs department will review the validity of the hygiene approval documents; if the approval documents are missing or expired, water supply acceptance will be directly denied.
V. Procurement Technical Agreement, On-site Acceptance, and Test Control
The water supply and drainage procurement technical agreement is the core control document. It must not merely indicate DN and material; it must clearly state the pipeline purpose (domestic water supply/reclaimed water/rainwater/sewage), pressure rating or ring stiffness rating, joint type, sealing element requirements, hygiene indicators, laying scenario (buried/overhead/trenchless), re-inspection items, test standards, document list, and finished product protection. For PE pipe fittings used in trenchless directional drilling pulling, additional special requirements for scratch resistance, tensile strength, and hot-melt joints are required.
On-site acceptance is divided into three stages: document verification, appearance and dimension verification, and sampling re-inspection.Visual inspection checks pipe fittings for cracks, bubbles, dents, damage, and lining detachment;Dimensional verification covers socket and spigot tolerances, wall thickness, ovality, and joint mating dimensions. For pressurized water supply pipes, samples are sent for testing of sanitary indicators and hydrostatic strength in accordance with specification requirements; For gravity drainage pipe fittings, ring stiffness, ring flexibility, and joint sealing performance are sampled and inspected by batch.Acceptance records and test reports are archived simultaneously; nonconforming materials are isolated and returned, and downgraded use is strictly prohibited.
The hydrostatic test and the closed-water test are acceptance tests unique to water supply and drainage pipelines: water supply pipelines undergo the hydrostatic test, which is divided into a strength test and a tightness test;Rainwater and sewage gravity pipelines undergo the closed-water test, and the seepage quantity acceptance standard is determined according to GB50268; the hydrostatic test must not be used to replace the closed-water test. After the water supply pipeline passes the pressure test, flushing and disinfection must also be carried out, and the pipeline may be handed over for water supply only after the water quality test meets the standard.
Material substitution control: For changes to the PN rating, raw material grade, or internal lining anti-corrosion form of water supply pressure pipe fittings, and changes to the ring stiffness or joint form of drainage pipe fittings, the water supply and drainage design unit must calculate the strength, settlement, and anti-seepage performance, issue a formal substitution document, and implementation may proceed only after confirmation by the supervision unit, the construction unit, and the water utility management unit; the purchaser and supplier have no right to substitute on their own.
VI. Summary of Typical Risks in Municipal Water Supply and Drainage Pipe Fitting Procurement
First, mixed use of standards, with water supply and drainage pipe fittings substituted for each other, and water supply fittings lacking hygiene approval documents;Second, downgraded matching of pipe fittings, where the pipes meet standards but the matching elbows, tees, and sealing rings are selected as lower-grade products;Third, confusion of regulatory boundaries, where gravity drainage pipe fittings are forcibly required to have special equipment manufacturing licenses, or water supply pressure pipe fittings lack special equipment qualifications;Fourth, selection of ring stiffness that is too low, where SN4 is selected for drainage pipe fittings under motor vehicle lanes, and later road loads cause crushing and cracking;Fifth, rubber sealing rings that are not properly matched, with industrial rubber rings used for domestic water supply, posing a risk of water quality contamination;Sixth, fragmented document management, with expired hygiene approval documents, mismatches between batches and actual goods, and obstruction of water flow acceptance;Seventh, there is no marking to distinguish reclaimed water fittings from domestic water supply fittings, and mixed installation on the construction site creates hidden hazards for water supply safety.
VII. Conclusion
Procurement of municipal water supply and drainage pipe fittings is a specialized procurement task that takes into account structural safety, water supply sanitation, and soil and water seepage prevention, and it differs markedly in technical focus from chemical and thermal pressure piping.Procurement management personnel must first distinguish the two major categories of pressure water supply and gravity drainage, taking the mandatory provisions of GB50788 and the acceptance specification GB50268 as the main lines: for water supply, focus on pressure bearing capacity, sanitation, and sealing; for drainage, focus on ring stiffness, settlement resistance, and leakage prevention; and distinguish the boundaries of special equipment supervision as needed. From supplier qualification review, technical agreement preparation, verification of original factory complete documentation, and incoming sampling re-inspection, to hydrostatic pressure and closed-water tests and approval of material substitution, closed-loop control is carried out across the entire process to avoid the risks of standard mismatch, grade downgrading, and sanitation non-compliance, ensure the long-term stable operation of urban water supply and drainage networks, and meet the requirements of water utility acceptance and commissioning.
